✨ Login to trackBeside the RBI stand big specialised bodies: NABARD for farming, SIDBI for small industry, EXIM for exports, NHB for housing, and the regulators SEBI, IRDAI and PFRDA. Exams pair each body with a year, a headquarters and a role.
The refinance family
These bodies do not take deposits from the public. They refinance — they lend to banks and lenders that lend onward.
| Institution | Set up | HQ | Job |
|---|---|---|---|
| NABARD | 12 July 1982 | Mumbai | Apex bank for farm and rural credit |
| EXIM Bank | 1982 | Mumbai | Finance exports and imports |
| NHB | 9 July 1988 | New Delhi | Housing finance regulator and refinance |
| SIDBI | 2 April 1990 | Lucknow | Apex bank for MSMEs |
NABARD came on the Sivaraman Committee's advice. It took over the RBI's agricultural credit role and absorbed the ARDC (Agricultural Refinance and Development Corporation). It also runs the SHG-Bank Linkage Programme for women's groups.
SIDBI was created under the SIDBI Act, 1989 and began work on 2 April 1990. It is the apex body for small industries and runs MUDRA (2015) as its subsidiary.
EXIM Bank works under the EXIM Bank Act, 1981. It began operations in 1982. It gives export credit, extends lines of credit to foreign governments and supports Indian project exporters abroad.
NHB works under the NHB Act, 1987. The RBI held its entire share until 2019, when ownership passed to the government. NHB refinances housing finance companies and keeps watch over the housing finance sector.
Tip: NABARD = fields. SIDBI = workshops. EXIM = ports. NHB = homes.
Market regulators
| Regulator | Statutory from | HQ | Regulates |
|---|---|---|---|
| SEBI | 1992 (set up 1988) | Mumbai | Securities markets |
| IRDAI | 1999 (IRDA Act) | Hyderabad | Insurance |
| PFRDA | 2013 (set up 2003) | New Delhi | Pension funds |
SEBI began as a non-statutory body in April 1988. The SEBI Act, 1992 gave it legal teeth after the securities scam.
The IRDA Act, 1999 opened insurance to private players and set up the IRDAI, ending LIC's monopoly.
PFRDA worked from 2003 and became statutory through the PFRDA Act, 2013.
Rule: Set-up year and statutory year differ for SEBI and PFRDA. When the question says 'statutory', give the Act year.
Pensions
The National Pension System (NPS) began for government employees in 2004 and opened to all citizens in 2009. Atal Pension Yojana (2015) covers unorganised workers. PFRDA oversees both.
Coordinating bodies
The Financial Stability and Development Council (FSDC), set up in 2010, is chaired by the Union Finance Minister. It coordinates regulators such as the RBI, SEBI and IRDAI.
Example: A bank wants refinance for farm loans: it goes to NABARD. For a housing loan portfolio: NHB. For a small-firm loan pool: SIDBI. For export credit: EXIM Bank.
Question types you will see
Each type: how to recognise it, the method step by step, and one question to try.
Institution and its year
The question says 'NABARD was established in', 'which body was set up in 1990', or gives a body-year match.
Ladder: 1982 NABARD and EXIM, 1988 NHB, 1990 SIDBI, 1992 SEBI Act, 1999 IRDAI, 2013 PFRDA Act.
Two 1982 birthdays: NABARD (12 July) and EXIM.
Check whether the question wants the set-up year or the Act year.
Years are the single most asked detail.

New Delhi: NHB and PFRDA.
City swaps are the usual trap.

Mistakes to avoid
Where most students lose marks on this subtopic.
Wrong: Saying NABARD regulates the stock market. Right: SEBI regulates securities markets; NABARD refinances rural credit.
Wrong: Calling SEBI a statutory body from 1988. Right: SEBI was set up in 1988 but got its powers from the SEBI Act, 1992.
Wrong: Placing IRDAI in Mumbai. Right: IRDAI's headquarters is Hyderabad.
Wrong: Saying PFRDA was statutory from birth. Right: It worked from 2003; the PFRDA Act came only in 2013.
Wrong: Mixing NHB with NABARD. Right: NHB is the National Housing Bank. NABARD serves agriculture and villages.
